LTO releases temporary CR guidelines amid security paper supply shortage

The Land Transportation Office (LTO) has issued a new memorandum outlining guidelines for the use of Temporary Certificates of Registration (CR) for motor vehicles (MV), motorcycles (MC), and trailers (TRL).

The directive comes amid another shortage of security paper used for official CRs. According to the LTO, the supply disruption was caused by delivery delays from the National Printing Office (NPO). The agency assured the public that it is closely coordinating with the NPO and taking steps to resolve the issue as soon as possible.

The new memo, Memorandum Circular No. MVL-2026-4911 was issued to ensure the uninterrupted delivery of services amid the ongoing shortage of security paper used for official Certificates of Registration (CR).

It also lays down strict guidelines on the issuance and use of Temporary CRs, which will serve as provisional documents until the official security paper CRs become available. Covered by the directive are all New Registration Units (NRUs), Authorized District Offices (ADOs), and District and Extension Offices processing new registrations and miscellaneous transactions for MVs, MCs, and TRLs.

Once supplies are replenished, concerned offices will prioritize the printing and release of the official security paper CRs corresponding to previously issued Temporary CRs.

Registered owners and their authorized representatives will be notified once their official CRs are ready for release.

The LTO also thanked the public for their understanding and cooperation as it works to resolve the temporary disruption while maintaining efficient and reliable service.
