LTO and MMDA to link systems soon after signing memorandum of agreement

The Land Transportation Office (LTO) and the Metropolitan Manila Development Authority (MMDA) have signed a Memorandum of Agreement (MOA) to integrate their systems through the LTO’s Land Transportation Management System (LTMS).

This new partnership between the two agencies will enable improved data sharing and streamline the handling of traffic violations from apprehension to fine settlement.

According to LTO, the MMDA will align its systems and processes with LTO standards, including the demerit system, proper adjudication and appeal procedures, and the use of multiple payment options. Safeguards are also in place to ensure due process for motorists.

Most importantly, only LTO-deputized traffic enforcers will be authorized to confiscate the driver’s license of an offending motorist.

This is a big win for streamlining traffic enforcement in the metro. Before, drivers had to deal with different agencies and LGUs depending on who flagged them down, each with its own process. One could be quick, the other a headache, especially when paying fines or getting a license back.

Hopefully, this new partnership between the LTO and the MMDA also covers violations under the No-Contact Apprehension Policy (NCAP) once the erring driver is determined. That way, motorists will think twice before breaking the rules, knowing it will almost certainly lead to demerits on their driver’s license.
