LTO right on track in its 2025 collection target
The Land Transportation Office (LTO) is pleased to report to the public that it is already at 68% of its 2025 collection target of PHP 34 billion. According to LTO, it has already collected over PHP 19.7 billion in revenue as of July 31.
Last year, LTO Chief, Atty. Vigor Mendoza II raised the collection target of the LTO to PHP 34 billion due to positive revenue collection in 2023 and 2024.

“Tinaasan namin ang target dahil sa assessment namin ay kaya naman. Ang kailangan lang ay agresibo at maayos na mga pamamaraan para maabot ito dahil kapag malaki ang na-remit natin sa national government, malaking tulong din ito sa mga programa at proyekto para sa ating mga kababayang mahihirap,” said Mendoza.
(We raised the collection target because, in our assessment, it is possible. What is needed are aggressive and orderly methods to reach it, because when we remit a large amount to the national government, it is also a big help to the programs and projects for our poor countrymen.)
With five months left in the year, Mendoza is confident the agency will reach its 2025 revenue target. This optimism is fueled by data showing that almost all regional offices have already collected over half of their individual targets, and some have even surpassed the 60% mark. The revenue is sourced from key LTO transactions, including motor vehicle registration and driver’s license applications and renewals, law enforcement activities, and other LTO-related transactions.
With about 32% of revenue still to be collected, the LTO chief expressed confidence in the LTO’s personnel, thanking them for their efforts. He stated that he believes the team can meet the challenge, citing their successful performance over the last two years as a basis for his trust.
