Former PNP Chief appointed as new MMDA General Manager and spokesperson

Toward the end of 2025, the Metropolitan Manila Development Authority (MMDA), under the leadership of Chairman, Atty. Don Artes announced the appointment of retired Philippine National Police (PNP) Chief Gen. Nicolas Torre III as the agency’s new General Manager.

Today, on his first day in office, the MMDA further confirmed that Torre will also serve as the agency’s official spokesperson.

“I am excited to join the ranks of the people who keep the metropolis moving and keep the metropolis where we all live, dream, work, and do business as my new career in government service. I do hope that I will make the contribution expected of me in MMDA,” said Torre.

Artes said Torre will oversee the MMDA’s day-to-day operations under his direct supervision and guidance. As General Manager, Torre will spearhead key initiatives involving public safety, flood control, traffic management, and solid waste management across the National Capital Region.

Artes also noted that Torre will actively engage with the Department of Public Works and Highways (DPWH) Secretary, Vince Dizon, to ensure MMDA’s involvement in all flood control projects in Metro Manila from the planning stages through project completion.

In addition, Torre is set to personally lead traffic management and enforcement operations, as well as clearing activities along major roads and waterways, reinforcing the agency’s commitment to improving mobility, safety, and urban order in the capital.
