LTFRB targets jeepney operators in ‘kambal plaka’ scheme with SCOs

The Land Transportation Franchising and Regulatory Board (LTFRB) has issued Show Cause Orders (SCOs) to two jeepney operators over their alleged involvement in a “kambal plaka” scheme, in which two or more vehicles use the same license plate.

Separate SCOs were also served to the concerned jeepney drivers for their participation in the illegal practice.

“This fraudulent scheme was discussed not only in the vehicle registration but also in the application for franchise, and engaging in this illegal activity is a clear violation of the conditions set for the issuance of the Certificate of Public Convenience,” said LTFRB Chairperson, Atty. Vigor Mendoza II.

The issuance of the Show Cause Orders (SCOs) against the two public utility vehicle (PUV) operators stemmed from a confirmed report of an alleged anomaly involving several PUVs plying the Tanauan–Calamba route.

In the SCOs, the operators were directed to submit a notarized written explanation stating why their Certificates of Public Convenience (CPCs) should not be suspended or revoked, in accordance with due process. They were likewise ordered to appear at a hearing scheduled on March 13, 2026.

The order stated that failure to attend the hearing or submit the required written explanation may result in the imposition of penalties, including a fine of at least PHP 5,000 and the possible revocation of their CPCs.

Mendoza also warned PUV operators and drivers against engaging in illegal schemes, stressing that such activities could lead to serious legal and operational consequences.
