Metro Manila Council approves new policy against illegal street parking

MMC: National Primary and National Secondary Roads cannot be parked on, with exceptions

The Metro Manila Council (MMC) -a group comprised of the local chief executives of Metro Manila, as well as teh MMDA- approved the banning of street parking along national primary roads and on national secondary roads in Metro Manila. 

During the Metro Manila Council meeting held today at the MMDA Head Office, Metro Manila Mayors passed MMDA Regulation No. 25-001 called “Harmonizing Public Street Parking in Metro Manila and for Other Purposes”. This will set the guidelines of the policy as well as identify the thoroughfares where street parking will not be allowed.

“We acknowledge that Illegal parking in public streets in Metro Manila is a major cause of traffic congestion, traffic-related incidents, hindrance to delivery of emergency and essential services, and revenue losses for business and that regulating public street parking will promote general welfare and maintain peace and order among residents of Metro Manila,” said Atty. Don Artes, MMDA Chairman.

Artes added that Metro Manila LGUs need to pass or amend respective ordinances to be consistent with the new regulation. This is in line with President Ferdinand R. Marcos Jr’s directive to maintain the integrity of cleared roads, prevent the recurrence of obstructions, and ensure safe access for all road users.

As such, street parking is strictly prohibited on the following roads:

a. C1: CM Recto Avenue (from Roxas Boulevard to Legarda St.);

b. C2: Pres. Quirino Avenue (from Roxas Blvd. to R10)

c. C3: Araneta Avenue (N. Domingo to R10)

d. C4: EDSA (from Monumento Circle to Macapagal Ave.)

e. C5: Katipunan/CP Garcia (Commonwealth Ave. to South Super Highway)

f. C6: Southeast Metro Manila Expressway

g. R1: Roxas Boulevard (P. Burgos to NAIA Road)

h. R2: Taft Avenue (from Lawton to Redemptorist)

i. R3: Osmeña Highway or South Super Highway (from Quirino Avenue to Nichols Interchange)

j. R4: JP Rizal (from intersection of Pedro Gil Tejeron, Manila City to P. Zamora, Taguig City)

k. R5: Ortigas Avenue (from Santolan to Imelda Ave.)

l. R6: Marcos Highway/Magsaysay Boulevard/Aurora Boulevard (from Legarda St.-Ramon Magsaysay to C5 Katipunan)

m. R7: España Boulevard/Quezon Avenue/Commonwealth Avenue (Carlos Palanca to Quezon Ave. to Commonwealth Avenue to Mindanao Ave.)

On the other hand, street parking on national secondary roads may be allowed by LGUs via ordinances except from 7 AM - 10 AM and 5 PM - 8 PM.

Prohibition of parking, however, will not apply to emergency vehicles, but is not limited to fire trucks, ambulances responding to an emergency, stalled vehicles, and other authorized vehicles. Likewise, terminals of PUVs that are located on primary and national secondary roads are banned, as LGUs will have to identify locations for such terminals.

“LGUs will determine what roads where parking will be allowed which have less foot traffic and won’t cause obstruction to traffic, especially emergency vehicles,” shared MMC president and San Juan City Mayor Francis Zamora.

Penalties for a violation of the regulation shall be in accordance with the Metro Manila Traffic Code of 2023. It will be operated by the newly-created Swift Traffic Action Group using body-worn cameras. The Metro Manila Council plans to implement the new policy before the Christmas rush season to ease the heavy traffic flow.
