DOTr, LTO and DICT teams up to launch online DL renewal

Beyond receiving a ticket, a common source of dread for motorists is the process of renewing a driver’s license or motor vehicle registration with the Land Transportation Office (LTO). This aversion stems from the agency’s often inconvenient transaction process, which frequently consumes an entire day—a valuable day that could otherwise be spent on work or with family.

Starting today, June 10, 2025, those dreadful days at the LTO are over as the agency, together with the Department of Transportation (DOTr) and the Department of Information and Communications Technology (DICT), launched the Online Driver’s License Renewal System (ODLRS).

Through eGovPH app only

To utilize this convenient digital transaction, LTO clients must first download and install the eGovPH app on their smartphones, available on both the App Store and Google Play. The app will then guide users through a security verification process to protect their accounts.

Once the eGovPH app is installed and ready, here are the steps to renew a driver’s license online:

  1. Within the eGovPH app, locate and select the “NGA” icon, then find and click “LTO.”
  2. Choose “Online Driver’s Application.”
  3. Click “Renew Your Driver’s License.”
  4. Upload or capture images of both the front and back of your physical driver’s license.
  5. Wait for the uploaded card to be analyzed (this typically takes 1 to 3 minutes).
  6. Once validation is complete, review and verify the details, then hit submit.
  7. Take a photo, ensuring it adheres to the required standard format outlined in the app’s instructions.

To ensure a fast and hassle-free online application, the LTO advises its clients to secure the following prerequisites, which will be uploaded during the online transaction:

  • Online medical examination

Access the “Telemedicine” section within the LTO ODLRS Portal.

Book an appointment at your convenient time and date.

Attend and complete the online medical examination.

  • Complete Online Driver’s Enhancement Program (DEP)—this, according to LTO, replaces the seminar and usually takes about 5 hours.

Locate and click “ODEP” within the LTO ODLRS Portal.

Finish the five-hour education program.

  • Online payment

Choose a payment gateway.

Pay the corresponding renewal fee.

On getting the card, motorists may choose to pick it up from their preferred LTO, or have it delivered by a courier with an additional fee. The LTO says door-to-door delivery may take up to 3 days.

Why eGovPH portal and not LTMS?

One of the questions raised during the launching of the ODLRS is the LTO’s preference to using the eGovPH app for driver’s license renewal instead of the Land Transportation Management System (LTMS) that is already online for years. According to Transportation Secretary, Vince Dizon, the eGovPH app is the portal of all government services. Think of it as some sort of digital concierge for all government agencies.

Yung eGovPH kasi, yan na yung portal ng lahat ng government services eh. Ang gusto ng Pangulo [Ferdinand “Bongbong” Marcos, Jr.], lahat ng front line service ng gobyerno, nasa iisang portal lang. Pero, hindi naman ibig-sabihin nun na walang kanya-kanyang sistema ang mga ahensya. Kagaya dito, yung LTO system pa rin naman ang nagpo-process nyan. Yung LTMS pa rin yun. Pero, ang nakikita ng publiko ay yung eGovPH app kasi nga gusto natin iisang [portal], kumbaga, ‘one-stop shop’ online tayo para mas madali,” said Sec. Dizon.

(Because eGovPH, that’s already the portal for all government services. What the President [Ferdinand 'Bongbong' Marcos, Jr.] wants is for all front-line government services to be in just one portal. But, that doesn’t mean that agencies won’t have their own systems. Like here, the LTO system is still the one processing that. That’s still the LTMS. But, what the public sees is the eGovPH app because we want one [portal], like, a ‘one-stop shop’ online so it’s easier.)

As far as the fee goes, e.g.: license renewal fee, medical, etc., LTO Executive Director, Atty. Greg Pua, Jr., said that the driver’s license renewal fee is the same as you would if you were to personally visit the agency.

On the part of LTO po, yung fees [driver’s license renewal fee] po parehas. On the part of the medical [telemedicine], mare-redirect po, once you click the medical certificate, mare-redirect kayo dun sa medical service provider,” said E.D. Pua.

Sec. Dizon has also directed the LTO to order all telemedical providers not to charge additional fees to motorists when renewing their driver’s licenses through the ODLRS. Sec. Dizon also warned fixers to “start finding a new job” because this new digital driver’s license renewal process would make them jobless soon.
