MMDA Regulation No. 24-002 now in effect

In case you missed it, the Metropolitan Manila Development Authority (MMDA) has already passed Regulation No. 24-022 series of 2024.

This new regulation took effect last April 15, prohibiting light electric vehicles such as e-bikes, e-trikes, e-four wheelers, as well as tricycles, pedicabs, pushcarts, and kuligligs on national roads, circumferential, and radial roads within Metro Manila.

With the regulation in place, the MMDA reports they have recorded 55 apprehensions during the first day of implementation. Those covered major roads in Metro Manila, including but not limited to: Recto Avenue, Pres. Quirino Avenue, Araneta Avenue, Epifanio Delos Santos Avenue, Katipunan/C.P. Garcia, Southeast Metro Manila Expressway, Roxas Boulevard, Taft Avenue, Osmeña Highway or South Super Highway, Shaw Boulevard, Ortigas Avenue, Magsaysay Boulevard/Aurora Boulevard, Quezon Avenue/ Commonwealth Avenue, A. Bonifacio Avenue, Rizal Avenue, Del Pan/Marcos Highway/McArthur Highway, Elliptical Road, Mindanao Avenue, Marcos Highway, Boni Avenue, and España Boulevard in Manila.

But lucky for those who were apprehended, the MMDA decided to use the first day of implementation as an information drive and a dry run at the same time in order to familiarize the public. Hence, no citation tickets were issued yet and erring motorists and e-bikers were allowed to proceed to their destinations.

Starting Wednesday, April 17, apprehended motorists will face a fine of PHP 2,500. Also, if the apprehended motorist fails to show proof of registration and/or a driver’s license, the agency will impound the vehicle.

But for these circumstances, the MMDA are willing to make exceptions to the rule. Those include:

  1. Tricycles, push carts/kariton, pedicabs, kuligligs, e-bikes, e-trikes, and light electric vehicles that will only use the aforementioned major roads to cross the other side of the city/barangay
  2. Tricycles that will only use U-turn slots of the major roads to cross the other side of the city/barangay
  3. Light electric vehicles (LEVs) classified under Republic Act No. 11697 or Electric Vehicle Industry Act that are using the bike lanes of the major roads
