DOTr, LTO PRMIS: Registration & license plates to be available in 3 days

New online portal launched by DOTr and LTO making 3-day registration and license plate availability possible

From time immemorial, obtaining a brand-new vehicle’s license plate, Original Receipt (OR), and Certificate of Registration (CR) has been a lengthy ordeal, stretching weeks, months, or even years. This inefficient service from a government agency had, regrettably, become an accepted standard, because for the tax-paying public, there were no alternatives.

Now, this will be just a thing of the past.

Today, the Land Transportation Office (LTO) has introduced a new digital platform designed to significantly shorten the waiting period for motor vehicle registration documents and license plates. This initiative aims to address a decades-long issue faced by Filipino vehicle owners.

The online system, named the Plate Registration Management Information System (PRMIS), is aligned with the President’s directive for digitizing government services. Its goal is to complete vehicle registration and license plate transactions within 3 days—a far cry from the months or years of waiting that the public has become accustomed to.

“This is what our President envisioned amid the perennial problem on vehicle registration that hounded the LTO over the years. In ‘Bagong Pilipinas,’ new vehicles will immediately have their plates. With the LTO finally solving the plate backlog from the past 11 years, this new platform aims to prevent future plate backlogs,” said Transportation Secretary Vince Dizon.

The issue ends with us

For over half a century, Filipino motorists commonly experienced significant delays, often weeks or months, in receiving their Official Receipt/Certificate of Registration (OR/CR) and license plates after purchasing a new vehicle. This persistent problem, which has affected the LTO since its establishment in 1964, contributed to the rise of informal intermediaries and eroded public trust. According to LTO officials, this long-standing issue is now being addressed.

“This was a national embarrassment we refused to pass on to another generation. You don’t buy a car and wait months to legally drive it. That ends with us,” stated LTO Assistant Secretary, Vigor Mendoza II.

New standard: 3-day release

While the LTO focused on clearing the 11-year, multi-million plate backlog in recent months, it simultaneously conducted trials to determine the fastest possible release timeframe for both OR/CRs and license plates. Shortly after the license plate backlog was declared resolved, the LTO and DOTr were prepared to introduce PRMIS to vehicle owners, aiming to eliminate the prolonged wait for registration documents and license plates.

“The pilot proved what millions had long hoped for, that the system can be fixed. That delays are not inevitable. That the government can deliver, fast…starting this year, brand-new vehicles can now be registered and released with plates within 3 days of purchase, directly at the dealership,” added Mendoza.

The new policy’s pilot rollout began on May 6 in Metro Manila, Region III, and Region IV-A. As of July 15, the process was implemented nationwide. The new rule dictates that no brand-new motor vehicle can leave a dealership without its official registration and plate attached. This is presented as a permanent operational standard.

Mendoza also said that the LTO, in collaboration with dealerships across the country, has established a streamlined online process allowing registrations to be processed and plates released within minutes to an hour.

“Every document, every system check, every regulatory requirement, all completed before the unit rolls out of the dealership,” confirmed Asec. Mendoza.

Dealerships have reportedly adopted the new policy, acknowledging consumer expectations for immediate processing. Motorists, accustomed to waiting, are now experiencing what is being presented as a more efficient government service. The system is currently operational, the guidelines are clear, and the directive is firm: vehicles will not be released from dealerships without proper registration and plates. This outcome is being delivered through PRMIS.
